BOARD MEETING
FEBRUARY 12, 2007
The Pipestone Township Board met February 12, 2007 at the Township Hall at 8:00pm. The meeting was called to order with the Pledge of Allegiance
 
CALL TO ORDER
Board members present were Hazen Harner, Alan Nimtz, Richard Skibbe, Robert Bishop and Doug Davis. Also having seven guests present.
 
MEMBERS PRESENT
 
A motion made by Bishop, supported by Skibbe to accept the minutes of the January 8, 2007 Board Meeting as received prior to the meeting. MOTION CARRIED.
 
MINUTES APPROVED
 
Skibbe, having deposits for the month of $2,109.51, filed treasurer’s report as read. Leaving a balance in the general fund of $63,079.42
 
TREASURER’S REPORT
 
Martin Kurtz presented a monthly Police Report for Pipestone Township. He discussed the report having thirty-two written complaints, ten tickets issued and six arrests in Pipestone Township.
 
POLICE REPORTS
 
Tom Stiles from the fire dept presented the January Fire Report, having twenty-six calls, seven in which were in Pipestone Township\.
 
FIRE DEPT. REPORT
 
Harner stated he had six inquires for the Township Hall roof and windows bids, no bids have been returned
 
HALL ROOF BIDS
 
Nimtz stated the workers comp amount would be $1.43/$100.00 wages .Motion made by Nimtz, supported by Bishop to have the Building/Electrical Inspector, Cal Bennett to be paid as a contractual service, retroactive back to January 1, 2007 having the Township to pay the Workers Compensation and having Him covered under the Township insurance policy for errors and emissions MOTION CARRIED having Davis voting nay
 
BUILDING/ ELECTRICAL INSPECTOR PAY
 
Motion made by Nimtz, supported by Skibbe to have the Mechanical/Plumbing Inspector, Ed Wainwright to be paid as Contractual Service, retroactive back to January1,2007 having the Township to pay the Workers Compensation and having him covered under the Township insurance policy for errors and emissions. MOTION CARRIED
 
MECHANICAL/ PLUMBING INSPECTOR PAY
 
Motion made by Nimtz, Supported by Bishop to renew hardship cases for Margaret Williams on Black Lake Road, Sylvia Arndt on M-140, Rosaleen Fairbanks on Hartman Road, Patsy Oliver on Shanghai Road and Deby VanErman on Columbia Ave. MOTION CARRIED
 
HARDSHIP CASE RENEWALS
 
Harner reported, he had went to a meeting at the Road Commission. There is a survey done from the Village through the bridge on Pipestone Road, a study is being done on the bridge, intersection of Park, Tabor and Pipestone Road to determine the best solution for this area. Hinkelman and Jelinek is aware of the Tabor Road situation. Nimtz is going to look into maybe putting together a resolution with Sodus Twp on the Tabor Road interchange problem.
 
TABOR ROAD INTERSECTION CONCERN
 
Discussed Resolution #2007-1 Resolution for the Township Board to have final approval of Master Plan.The resolution was offered by a motion by Nimtz, supported by Bishop,upon roll call vote Ayes”Harner, Nimtz, Skibbe, Bishop, Davis”, Nays “none” MOTION CARRIED
 
RESOLUTION #2007-1 MASTER PLAN
 
Discussed salaries, Resolution #2007-2 was presented, keeping salaries the same for all Board Members, As of April 1, 2007 the salaries to be as follows: Supervisor-$9,650.00, Clerk-$11,330.00, Treasurer-$9,218.00 and the Trustees-$103.00 per meeting. Also plus $30.00 per meeting for all board members for the special meetings over and above the regular meetings directly connected with the Township Board (such as special Board meetings, joint fire board meetings and road commission meetings) The resolution was offered by a motion by Bishop, supported by Davis. Upon roll call vote Ayes “Harner, Nimtz, Skibbe, Bishop, Davis”, Nays “none” MOTION CARRIED.
 
RESOLUTION #2007-2 RESOLUTION FOR SALERIES
 
The Planning Commission held a public hearing on February 5, 2007after discussion they recommended to the Pipestone Township Board to approve Master Plan Draft for Distribution. Motion made by Nimtz, Supported by Bishop to approve distribution of the Master Plan Draft to the surrounding municipalities MOTION CARRIED.
 
MASTER PLAN DISTRIBUTION
 
Reviewed bid for Watson Road from Fairview to Park Road for the amount of $138,863.00 to tear out and remake the road.
 
WATSON ROAD BID
 
Frank Gaul throughout a question of having a skating rink in the Eau Claire Area for the area kids
 
SKATING RINK
 
Smoke Alarms are required in all dwellings, and are available through the Fire Department

Budget hearing March 26, 2007 @8:30pm
 
BUDGET HEARING
 
Tax deadline February 28, 2007 without penalty
 
TAX DEADLINE
 
Next Township meeting to be March 26, 2007 being fiscal year end.
 
 
A motion was made by Bishop, supported by Davis to approve monthly disbursements totaling $6,498.96. MOTION CARRIED

With no further business to discuss, Supervisor Harner adjourned the meeting at 9:15pm
