BOARD MEETING
JUNE 11, 2007
The Pipestone Township Board met June 11, 2007at the Township Hall at 8:00pm. The meeting was called to order with the Pledge of Allegiance
 
CALL TO ORDER
Board members present were Hazen Harner, Alan Nimtz, Richard Skibbe, Robert Bishop and Doug Davis. Also having nine guests present.
 
MEMBERS PRESENT
 
A motion made by Bishop, supported by Skibbe to accept the minutes of the May 14, 2007 Board Meeting as received prior to the meeting. MOTION CARRIED.
 
MINUTES APPROVED
 
Skibbe, having deposits for the month of $13,129.67, filed treasurer’s report as read. Leaving a balance in the general fund of $72,028.75.
 
TREASURER’S REPORT
 
Deputy Charles Sherene from the Berrien County Sheriff Department presented a monthly Police Report for Pipestone Township. He discussed the report having twenty-one written complaints, twenty-eight tickets issued and zero arrests in Pipestone Township
 
POLICE REPORTS
 
Tom Stiles from the Fire Department presented the incident summery report for the month of May. He stated there were twenty-nine calls, four in which were in Pipestone Twp.
 
FIRE REPORT
 
Reviewed Resolution #2007-6 (Resolution for approving franchise agreement with Parish Communications Limited Partnership) To approve the Franchise agreement with Parish Communications for another fifteen years. Motion made by Nimtz, supported by Skibbe to approve Resolution #2007-6, upon roll call vote Ayes ”Harner, Nimtz, Skibbe, Bishop, Davis” Nays “none” MOTION CARRIED
 
RESOLUTION #2007-6 (FRANCHISE AGREEMENT)
 
Harner reported of what neighboring jurisdictions was paying for assessor’s also stated that to be in compliance the Township needs to have a plan to have the whole Township to be updated and reappraised, a five year plan, doing twenty percent a year would be a feasible idea. A motion made by Nimtz, supported by Skibbe to approve a $1,000.00 raise plus to have the Township reappraised (at twenty percent a year) @ $15.00 / hr plus mileage, up to $4,000.00 to be budgeted, than to be readdressed. MOTION CARRIED
 
ASSESSOR SALARY AND REASSESSING TWP
 
Harner reported the Township Hall was sold at Auction on June 4, 2007 to the Highest Bidder for the amount of $27,500.00

TWP AUDIT
 
The Pipestone Township Planning Commission held a public Hearing May 21, 2007, after discussion they approved to recommend the Township Board to adopt the Master Plan. Reviewed Resolution #2007-5 (Resolution for adoption of Pipestone Township Master Plan to guide land use decision making)) Motion made by Nimtz, supported by Bishop to approve Resolution #2007-5, upon roll call vote Ayes ”Harner, Nimtz, Skibbe, Bishop, Davis” Nays “none” MOTION CARRIED
 
RESOLUTION #2007-5 (ADOPTION OF MASTER PLAN)
 
The Enforcement officer requested to increase his salary to $14.00/hr and a $12.00/month phone cost sharing amount. Motion made by Bishop, supported by Skibbe to increase his wages to $14.00/hour and to give him a $12.00/month phone allowance, MOTION CARRIED, Having Davis voting nay.
 
ENF OFFICER
 
Jon Hinkleman addressed HB4570 the State wanting to have the County do the assessing, elections and tax collection for all jurisdictions under 5,000 population, in order to save on state shared revenue. The Board of Commissioner adopted a Resolution opposing this bill and not to take the power away from the local government bodies in assessing, elections and tax collection.
